0f852a61-4aef-47f3-abbf-8e3172395acc Home How We Can Help Details This program aims to provide critical repair assistance to financially constrained homeowners, in the Village of Hempstead, contributing to the stabilization of the community and financial wellness of the family. Funds have been made available through New York State Homes & Community Renewal. These home improvements are designed to prolong the useful life of each home as well as increase the dwelling’s health, safety, and sustainability. Funding will be used to support critical repairs, including health and safety improvements, correction of code violations, accessibility modifications, environmental remediation, and more. Funds are available based on need and the individualized requirements of each household that applies. The maximum amount that can be invested in a property is $40,000, though not every home will receive the maximum amount. CDLI attempts to assist as many households as funding will allow. For this program, we intend to serve approximately 110 households. Typical repairs may include, but are not limited to: • Heating System Replacements • Electrical Service Upgrades • Roof Replacements • Siding • Gutters • Energy Efficiency Measures • Windows & Doors • Handrails, Stoops, Walkways • Structural Corrections • Health & Safety Measures These improvements help Hempstead homeowners maintain safe, accessible homes whether addressing immediate repair needs or planning to age in place. As part of the program, a Declaration of Interest will be recorded on the property after project completion, establishing a temporary lien for a set period based on the level of assistance received. This reflects the investment made in the home and includes standard requirements, such as maintaining the property and occupying it as a primary residence. All terms are clearly outlined in advance so homeowners can make informed decisions with confidence. Plus One ADU Program Enrollment FAQ’s- Get answers to common questions about the ADU program. Explore eligibility, application steps, and important guidelines for homeowners. Plus One ADU Program Enrollment FAQ’s Frequently Asked Questions Plus One ADU FAQ How much does an ADU cost? That depends on what you would like to build! For example, converting an existing garage will be less expensive than building a new free-standing dwelling unit. Our project team can provide suggestions to bring down project costs. However, homeowners usually need to contribute funds above the Plus One ADU grant amount. How much funding does Plus One ADU provide? The Plus One ADU Program may provide up to $125,000 (which includes CDLI program support, such as design, permitting, construction oversight, closeout and ongoing compliance) in forgivable grant funds. The total amount available for construction costs is up to $115,000. Applicants who do not use grant funds for pre-development costs (design, procuring an architect without CDLI putting out an RFP or getting the design, etc.) will have more funding available for construction up to a maximum of $115,000. What if constructing my ADU costs more than the grant can provide? Either (1) Reduce project scope to be within budget, or (2) Submit proof that you have or can borrow the necessary additional funds to complete the project. Is the Plus One ADU Program a loan program? Do I have to pay the money back? The Plus One ADU Program is a forgivable grant program. As long as you continue to meet program requirements, you will not have to pay the money back. Homeowners and ADU renters must maintain year-round residency and keep property in good condition and repair for 10 years or until sale of property. A deed covenant will be required to be filed with the County Clerk. Who will manage my design? Homeowners can choose their own design team or can work with an architect through CDLI. If homeowners pay for design costs directly, they can work with a designer of their choosing and they will have more grant funds available for construction costs. If CDLI procures a design team, the costs incurred will be drawn from that $115,000 in grant funds. In either case, Homeowners will work closely with the chosen firm to discuss designs. If a homeowner chooses to work with an architect through CDLI and then decides to cancel the project after design costs have been incurred they may be responsible for those costs. Who will manage my construction? CDLI will oversee all aspects of the construction process from contractor bidding & selection, compliance with MWBE/SDVOB utilization standards, general construction oversight & coordination between property owners and contractors, preparation of payment requests & other essential activities to ensure efficient construction. I have a contractor in mind, can I work with them? Yes, if they meet our requirements (licensing, insurance, etc.) and there is no conflict of interest. You will need to provide itemized work scope and cost estimate from your selected contractor as well as one additional written quote to confirm the cost is competitive. How will funds be disbursed to contractors? Plus One ADU grant funds can only be issued on a reimbursement basis. Advance payments to contractors are not permitted. Contractors may submit receipts for reimbursable items such as materials purchased, surveys etc. Plus One ADU grant funds will be paid to contractors in progress payments at 50% completion and 100% completion. 10% of funds will be held until a Certificate of Occupancy has been issued. Contractors may submit invoices for reimbursement of materials, permit fees and survey prior to 50% completion. If Plus One ADU grant funds are disbursed for these items, that amount will be deducted from the payment at 50% completion. For construction projects which exceed the Plus One ADU grant amount, a payment schedule will be included in the contract to delineate the split between homeowner payments and Plus One ADU grant payments.

Currently being offered to Plus One ADU Grant applicants in the Towns of Babylon, East Hampton, Shelter Island and Southampton. Below are the parameters for CDLI’s Accessory Dwelling Unit Loan Product: Applicant homeowners must go through CDLI’s ADU grant process to secure primary financing before applying for this loan Minimum Credit Score = 625 Loan amounts up to $125,000.00 based on need and funds availability Applicant’s Income must not be greater than 100% of the Area Median Income (AMI) adjusted for family size Interest (4% or 6%) based on household income in relation to the Standard AMI for the county of residence with no adjustment for family size APR = 4.84% for loans with interest of 4% APR = 6.909% for loans with interest of 6% APR calculations are based on a loan of $125,000 over 10 years (120 months) considering loans fees, interim interest, and possible title insurance costs . Duration: 10 year-term (120 months). Other terms may be allowed based on underwriting guidelines Second lien position is required Title insurance may be required for all loan amounts. Borrower to pay the loan fees at closing Loan fees: 1% origination fee $120 application fee $125 processing fee Title insurance fee (applicant to shop for) Loans will be disbursed at closing. A signed contract with the builder/contractor will be required at closing, or before disbursement. To reverse decades of damaging nitrogen pollution of ground and surface waters on Long Island, this new loan from CDLI is made available to assist with the cost of replacing outdated and failing septic systems with state-of-the-art nitrogen-reducing systems or a lesser-cost hybrid system. CDLI will make its low-interest loan available if the homeowner is in need of additional funds to cover the costs of installing the new system. Loan application fees and closing costs do apply to this product. Loan amounts cannot exceed $10,000. Available for homeowners anywhere on Long Island, near water, or further away in the center. Primarily, those homeowners who do not qualify for the Suffolk County program for Septic Replacement System. This loan product is not available for homeowners who are looking to replace a conventional cesspool with another conventional cesspool system. Loan Guidelines Loans amount: $10,000 per household Houses must be residential single-family or two-family properties, owner or non-owner-occupied.
