To be eligible, you must: Be an adult member of a household with a Housing Choice Voucher (Section 8 rental subsidy) in good standing with CDLI Be motivated to become more economically self-sufficient Be willing to sign a Contract of Participation (COP) and participate actively in service coordination with your FSS team member FSS Provides One-one case management; emotional support and encouragement Links to community services Resources-packed online quarterly newsletter Possible cash savings: based on increases in household earned income, also known as Escrow Potential for Voucher Homeownership Escrow Savings Account Escrow is an incentive for FSS families to increase your earned income. It’s an interest-bearing account established by New York State on behalf of the FSS family where deposits are made throughout the duration of the family’s participation in the FSS program if and when their rent increases as a result of increased earned income by anyone in the FSS family. If the participant who signed the Contract of Participation (“Head of FSS family”) successfully completes the program, they are provided with the money saved. If they meet good standing guidelines, the Head of FSS family can request up to half of what they have earned in escrow at any point during their program participation to support needs related to their Service Plan goals. Completing the Contract of Participation The FSS Contract requires that the family comply with the lease. NEW as of August 2022: All FSS family members (not just the Head of FSS family who elected to participate in FSS and signed the Contract) are welfare-free at the time the FSS contract is completed, and that the Head of the FSS family seek and maintain suitable employment. You must have suitable employment in place by your Contract end date to graduate from FSS and receive any escrow you have accrued. The family successfully completes the FSS Program when it fulfills all its obligations under the Contract of Participation on or before the expiration of the contract term. The FSS program helped me maintain a positive outlook on life and continue to make goals as well as accomplish them. It is a strong support system that helped me overcome many issues on my way to self-sufficiency. Funds are made available through the New York State Affordable Housing Corporation. The Long Island Home Improvement Program provides income-eligible households the resources to make necessary repairs that will correct basic structural defects or repair basic building systems that threaten, or if not corrected could threaten, the health and safety of the dwelling’s residents. 285e7f76-631a-427c-af6d-50a9bdf11b43 Home How We Can Help Details Down Payment Assistance Loans are funded through the Town of Southampton’s Community Housing Fund (CHF). CDLI only administers part of the program for application, processing, and underwriting under the following guidelines established by the Town. Loan amount up to 3% of the home’s purchase price to be applied toward the down payment of the recipient’s purchase of an owner occupied, residential property located within the Town of Southampton. Zero percent (0%) interest and payable at the sale of the home or refinance transaction. Purchase Price not to exceed $1,665,600. Eligibility Criteria: Be a First-Time Homebuyer . Defined by Southampton Town Code §140-40 as an eligible individual who has not owned a primary residential property and is not married to a person that has owned a residential property during the three year period prior to his or her purchase of the primary residential property, and who does not own a vacation or investment home. Be an Eligible Individual . Defined as a household income that does not exceed 100% of the income limits as established by the State of New York Mortgage Agency low interest rate loan program in non-target categories for Suffolk County in effect on the contract date for the sale of such property. The participant is free to choose any housing that meets the requirements of the program, including single-family homes, townhouses, and apartments, and is not limited to units located in subsidized housing projects. Once the tenant and landlord sign a lease, the tenant's family typically contributes 30%-40% of their income towards rent and utilities, and the HCV program pays the remainder directly to the landlord. CDLI is the Local Administrator for the New York State Homes & Community Renewal (HCR) Housing Choice Voucher program on Long Island and select rental properties in Brooklyn, NY. Benefits of Being an HCV Participating Property Owner: You will get timely and dependable payments from the Public Housing Authority (PHA) Participating, compliant landlords will receive timely and dependable housing assistance payments (HAP) each month once the HAP contract and lease are signed. Payments are made directly into the property owner’s account, no worries about lost checks or late payments. Potential for limited unit turnover The average HCV participant remains in a unit for 7-8 years. You will get your full rental payment When an HCV tenant’s income permanently changes, the portion of rent paid by the PHA and the tenant is adjusted to reflect this change. This provides financial protection to landlords in that if an HCV tenant’s income decreases, there is a process for the PHA to pay a larger portion of the rent to the landlord so the landlord continues to receive a full rental payment. You will receive regular inspections Some landlords appreciate the routine inspections because they provide an opportunity to check on the condition of the unit. This can result in identifying maintenance needs that may have otherwise gone unnoticed for some time. Landlords that own or manage properties across wide geographies in particular tend to appreciate the value in having a routine, objective inspection of their rental units. Please note property owners of subsidized units are required to comply with all relevant state and local codes in addition to HQS requirements. If a property owner has units in a municipality where rental permits are required, it is expected that property owners obtain and maintain compliance with all applicable rental permit requirements. CDLI may, upon request, require submission of documentation to demonstrate rental permit or other state/local code compliance. You may request annual reasonable rent increases Compliant landlords may request a rent increase at the annual anniversary of the HAP contract by written notice to the PHA. You can help low-income elderly, disabled, and veteran households, as well as families with children by providing affordable housing More than 50 percent of vouchers serve elderly or non-elderly disabled families. About 45 percent of vouchers assist single-parent families. - NYS First Time Homebuyer Grant Program | How CDLI Can Help
6c291870-d79d-40e5-b544-b9ad1ca90b34 Home How We Can Help Details A deferred loan for the down payment and post-closing home repairs is available for first-time homebuyers. The goal of this program is to improve the quality of decent, affordable housing for New York and home buyers. Household gross income must be below 120% of the area median income based on family size. The deferred loan/grant can be up to $25,000, $32,500, $40,000, $50,000, or $60,000 based on family size and household income, and the number of repairs needed on the subject property. This is a deferred loan, at 0% interest, with no payments required and a term of 10 years, during which time any refinance or transfer of home title will result in the recapture of funds or request from the homeowner for the subordination of the loan if qualified. The home must be used as the primary residence and the homeowner is required to remain in the home for 10 years, or the loan must be paid back. It is required that 51% of the deferred loan amount must be used for post-closing home repairs. All home buyers are required to complete Community Development Long Island (CDLI) NeighborWorks® HomeOwnership Center HUD approved Home Buyer Education class and counseling. The Home Buyer is responsible for obtaining an Engineer’s report and CDLI rehabilitation staff will assist in identifying the repairs, contract with licensed and insured contractors to get the best pricing, and provide project management and oversight. The home being purchased must be located in Nassau or Suffolk County must be a co-op, condominium, single-family, or legal two-family home, and must be owner-occupied. Grant awards in excess of $50,000 per unit and up to $60,000 per unit must have an occupancy and repayment schedule of no less than 20 years. The deferred loan will be secured with a note and mortgage. The income of all household members is used to determine eligibility. This program is in effect while funding is available. The program may end at any time. Working with your coach you will create a personalized housing search plan and set achievable goals that support your journey toward moving to a high opportunity community. What the Making Moves Program Offers Personal Housing Coach A dedicated coach will guide you through your move—from planning to post-move support. Help Finding the Right Home We assist in locating homes in well-resourced neighborhoods that qualify for Making Moves. Financial Support Eligible families may receive help with broker fees, application fees, and other moving costs.
